STAFF EVALUATI0tl 0F TOPICAL REPORT CErlPD-252-P Our letter to you dated February 12, 1979 transmitted our evaluation of topical report CEtiPD-252-P, " Blowdown Analysis Method - Method for Analysis of Blowdown Induced Forces in a Reactor Vessel." After receipt of the evaluation, representatives of Combustion Engineering (C-E) con-tacted us by telephone regarding the evaluation.

They stated that it was their understanding that the CEFLASH-4B code discussed in CEt4PD-252-P was found acceptable for use during the early saturation portion of blow-down as well as the subcooled decompression; however, the evaluation of CEf4PD-252-P did not identify this as being acceptable.

We reviewed the evaluation and concluded that the sunmary and the cover letter are in error in this regard. Although we did not explicitly state it, we did find the use of CEFLASH-48 in the early saturation portion of blowdcwn as well as the subcooled decompression to be acceptable.

In addition, we note that the "CEFLASH-4A" in Item 4 of the summary should be "CEFLASH-4B."
