NextEra Energy Point Beach, LLC (NextEra) hereby provides notification of a deviation from the ultrasonic testing (UT) inspection for the reactor vessel lower radial clevis insert bolting for Point Beach Nuclear Plant Unit 1 (Point Beach). The UT examination deferral represents a deviation from the "Needed" work requirements specified in the Pressurized Water Reactor Owners' Group (PWROG) letter OG-21-160 (Reference 1) of Nuclear Energy Institute (NEI) 03-08 (Reference 2), which requires proactive replacement or UT examination "no later than the next scheduled core barrel pull after July 1, 2023 or prior to 55 calendar years of plant operation, whichever comes first". NEI 03-08 specifies requirements for appropriate justification and documentation of "Needed" work deviations.
On October 11, 2024, NextEra approved a deferral of the clevis insert bolting UT inspections from the Fall 2025 to the Spring 2028 refueling outage to align with the scheduled reactor vessel core barrel removal. In NextEra letter ENG/JW-FPE-24-003, dated October 15, 2024, NextEra notified the PWROG of the intended deviation from the UT examination requirements of MRP-227 for Point Beach. The PWROG responded via letter OG-24-161 and confirmed that the deviation included sufficient technical justification.
In accordance with NEI 03-08, Revision 4, this notification is being provided for information only and no action is being requested from the NRC staff.
