REVISED CIVIL PENALTIES LEGISLATIVE PROPOSAL At the Commission's request we have revised the proposed '

civil penalties legislation to remove the cap on total penalties.

Pages 7, 8 and 9 of the draft proposal to Congress discuss reasons why the total penalty should be limited only by the number of violations committed.

We would appreciate having your comments by c.o.b.
