Identification and Descriptton of Occurrence: Intermittent loss of the Trinity off-site 161-kV power source from 1028 until 1100 hours0.0127 days <br />0.306 hours <br />0.00182 weeks <br />4.1855e-4 months <br />. Ice loading and high winds resulted in a " galloping" phenomena whereby the phases were either touching or becoming close enough to flash over. This caused a fault condition requiring operation of line protective relaying.

Conditions ' Prior to Occurrence:

1} nit 1 @ 0, refueling outage.

11 nit 2 0 0, cold shutdown for maintenance.

I? nit 3 @ 100%, normal operation.

Action specified in the Technical Specification Surveillance Requirements met due to inoperable equipment. Describe.

None. Regulatory Guide 1.93 allows continued operation at rull or reaucea p'59er for a limited time, if it is safer, than to effect an immediate shutdown on loss of some of the required power sources.

Apparent Cause of Occurrence:

Ice loading and high winds caused internittent fault conditions requiring op'eration of line protective relaying.

Analysis of Occurrence:

There was no hazard to the public health or safety, no damage to Plant or equipment and no release of activity.

Corrective Action

Shutdown loads were supplied from the Unit 1500-kV backfeed until offsite 161-kV i

power was restored. An investigstion of icing and wind effects on the Trinity-line is being conducted by TVA.
