Rancho Seco Nuclear Generating Station, Unit No. 1
Dear Sir:
In accordance with Section 50.59 of 10 CFR 50, the Sacramento Municipal Utility District requests an amendment to Operating License No. DPR-54 for Rancho Seco Unit No.1.
This amendment will allow the District to replace the exist-ing fuel storage racks consisting of 244 storage locations including four failed fuel container locations, with new racks consisting of 579 storage locations including three failed fuel container locations.
Submitted herewith as Attachment I to this letter is proposed Amendment No. 40 to change the Technical Speci-fications for Rancho Seco Unit No. I to accomodate this modification.
In addition, changes will be required to the Rancho Seco Unit No.1 Final Safety Analysis Report.
These changes are presented in Attachment II to this letter as information to aid in your review and approval of this license amendment.
Actual replacement pages to the FSAR will be distributed when the license amendment is granted. Attachment III to this letter is a safety analysis for the proposed modification.
All unreviewed safety questions are included in this analysis.
The District has determined that there are no additional un-reviewed safety questions relating to this modification.

Director of Reactor Licensing December 19, 1975 Fabrication of the replacement racks is scheduled to begin in February 1976, and removal of the existing racks is scheduled for June 1976, with installation of the re-placement racks scheduled for July 1976.
We request that your review and approval of this amendment be completed as early as possible.
Forty copies of this letter and attachments are enclosed.
