Reference is made to your letter to Er. M. Hayakawa, Director Division of Reactor Regulation, Nuclear Safety Eureau of Science and Technology Agency dated Feb. 12, 1980 in connection with the above subject.

1 Upon consultation with Mr. Hayakawa and considering the fact that Hitachi personnel participating in such a program would acquire an extremely valuable experience, we would like to pro-pose to send our Mr. Fumio Nakashita as a participant.
