Dear htr. Ziemann:
Your letter of January 10, 1975, transmitted model Technical Specifications

for air filtration systems to us for consideration in preparing a change to our Technical Specifications for ANO-1.
In our letter of February 7, we expressed our concerns relative to the need for such expanded Technical Specifications and did not submit the requested changes.
Based on sub-sequent discussions with the NRC staff we have reconsidered our positions and have prepared the attached request for changes to the ANO-1 Technical Specifications.
The attached changes differ significantly in format from those model spec-ifications due to the need to maintain similarity with our existing Technical Specifications.
Each air filtration system for which credit was taken in the ANO-1 safety analyses has been included under individual sections to avoid confusion among systems. The systems which are now included are the Control Room Emergency Air Conditioning System, the Penetration Room Ventila-tion System, the Hydrogen Purge System and the Fuel Handling Area Ventilation System. 'Ihe Radwaste Area Ventilation System is not included because it is not considered operable in any safety analyses.
Deleted from the existing specifications would be the requirements related to the Reactor Building Purge System since the only assumptions made concerning that system was oper-ability of the isolation feature as noted in Specification 3.8.10 along with the bases to that specification.

To aid in preparing a change package that can be more readily inserted into the existing specifications, we have included overleaves (unchanged) for pages printed on two sides. R ese pages include p. 35, 39, 59a, 89, 97, and 100.
It should also be noted that the specification numbers and proposed changes are based on the existing ANO-1 Technical Specifications as revised through change number 6.
Other packages previously submitted to you or to be submitted in the near future may have the same specification number or may change other specifications on the same page. Bis should be considered when any changes are issued for implementation.
Due to the magnitude of the testing that will be required soon after issuance of this proposed change for iglementation we wish to request a pcriod of 90 days following issuance in which to perform the initial testing.
Pleas e indicate this in your issuance letter to avoid implementation problems.
We will be glad to discuss this proposed change with you during your review.
