NRC STAFF INTERROGATORIES AND REQUESTS FOR DOCUMENTS TO PUERTO RICO WATER RESOURCES AUTHORITY As allowed by 10 C.F.R.192.740b and 2.741 of the Conrnission's regulations and the Licensing Board's Order dated August 19, 1980, the NRC Staff requests that the Puerto Rico Water Resources Authority (Applicant or Authority) answer the inter-rogatories set fortil below and produce or make available for inspection or copying, all documentary material identified in the responses to the inter-rogatories below. As required by 10 C.F.R. 52.740b(b), each interrogatory not objected to shall be answered separately and fully, in writing and under oath or affirmation, and the answers shall be signed by the person (s) making them.
If complete answers are not presently available, the answers should be supplemented as required by 10 C.F.R. 52.740(e).
1.
Set out in detail the Authority's plans for ultimate development of the Islote site for a nuclear generating facility. Specifically detail the Authority's plans for development of the site within the next 15 years, indicating for each specified aspect of development the best estimate of the date for the start and completion of the specific aspect of develop-ment.
Further, identify the person or persons most knowledgeable in the Authority with respect to each specified aspect of development.

Set out the dates of acquisition or sale of any components, equipment, or fuel for the North Coast Nuclear facility.
3.
Set out in detail the efforts made to date to acquire property to enable utilization of the Islote site for construction of the North Coast Nuclear Station. List all purchases made by the Authority and any later transfers of such property, indicating the size of each parcel acquired, its location.

If any leaseholds of this property ave been created, indicate the landlord, tenant and term of years of such leaseholds.

Has the Authority made any of the land, acquired for the site of the North Coast Nuclear Station or for any transmission line right-of-way to the Islote site, available for reacquisition by the original owners?
If so, indicate for each such property the amount of such property involved, its general location and the name of the original owners.

How much of the 520 acre site is presently owned by the Applica.ht? If i
l more site property has been owned at any other time, indicate the total property so owned and the dates of such ownership.

6.
If any property acquired by the Authority for the construction of the North Coast Nuclear Station, including property rights acquired for passage of transmission lines has been sold or offered for reacquisition, explain fully the reasons for such action.

Who at the Authority will determine (a) whether or not a nuclear plant should be constructed at the Islote site and (b) when a nuclear plant will be constructed at the Islote site.
8.
Set forth the Authority's estimate (giving all the reasons and basis for the estimate) of the date when (a) the information required to support the construction permit application for the North Coast Nuclear facility

pursuant to 10 C.F.R.12.101 will be filed and (b) the construction of the North Coast Nuclear facility will commence at the Islote site.
Specify persons and their title supplying this information.
9.
What criteria and regulations of the Commonwealth of Puerto Rico, of which the Authority has knowledge, must be satisfied prior to coninencement of construction of the proposed nuclear facility at the Islote site.
In your answer to this interrogatory indicate for each criteria or regulation your best estimate when such criteria or regulation will be satisfied (noting for each date given, the reasons for your belief that such criteria or regulation will De satisfied by that date).

Indicate whether the Authority has in its organization a nuclear division (or group) that concerns itself with the proposed North Coast Nuclear facility.
If it does, indicate when this division (or group) was formed and the names and general backgrounds (education and experience) of the individuals who make up this division.

If the Authority does not have a division in its organization that deals with the proposed North Coast facility indicate the names and general backgrounds (education and experience) of those persons assigned to or working on the North Coast Nuclear facility proposal including the proceeding concerning site suitability and site-related environmental issues.
12.
Indicate whether the Authority has ever had in its organization any other nuclear. divisions (or groups) which were concerned with the proposed North Coast facility.
If so, indicate the names and backgrounds (education and i
experience) of the individuals who comprised such divisions (or groups) for each of the years such divisions (or groups) existed.
Further, indicate the date of and reasons for abandcning such divisions (or groups) if this was the case and whether there are any plans for reforming such divisions (or groups).
- 13. Provide the Authority's latest official long-range forecast of electrical energy demand and peak load demand for the Authority's service area.
In your response indicate in detail the forecasting methodologies employed, and all underlying assumptions. Also indicate any consideratio.o that was given in these forecasts to energy conservation, load management techniques, rate restructuring, co-generation, application of alternative energy sources by end-users (e.g., solar, wind etc).
In your response specifically describe how, if applicable, these considerations are incorporated into your electricity forecasts.

Identify growth in annual peak load demand, by season, from 1970 to present.
Identify the growth in annual energy demand, by major consuming sector (e.g., connercial, residential, industrial), from 1970 to present.
15.
Identify all capacity currently on the Authority's system.
For each unit, identify principle fuel, average annual load factor over the last 5 years and current operation mode (e.g., baseload, intennediate or peaking).
16.
Identify all changes to capacity currently planned on the system from present through the expected commercial operating date of the proposed North Coast Nuclear Facility. Spec'fically, identify all retirements, reratings, and additions, with MWe, fuel, and operation mode set forth for each change.
- 17. Provide copies of all current load forecasting studies for the Authority's service area.
18.
Identify (giving the bases) the reliability criteria and reserve margin levels deemed necessary to adequately and reliably meet peak demand. Show projected reserve margins expected through the first five years of expected operation of the proposed nuclear addition.
Identify reserves with and without the proposed nuclear addition.
19.
Identify the system load factor from 1970 to present and the projected values for 1985,1990 and 1995.
