As you kno;;, the Nuclear Regulatory Commission encourages, through Generic Letter 8138, licensees who wish to store for longer than five years to l

apply for a 10 CFR Part 30 bypt educt license for storage. This licensing action will help ensure that licensees install safety features which are acequate to protect the public health and safety, and the environment.

i We expect to be issuing a Federal Register notice on a proposed rulemaking on low. level waste storage in the near future. This action is a result of our consideration of the public comments on our storage policy and questions related to storage noticed in the federal Register in December 1990.

In the proposed rule, we will be propcsing that licenees exhaust other reasonable waste management options before storage will be permitted af ter Jansary 1,1996. The use of storage is to be considerea as an option of last resort. We will be seeking public coment oa the proposed rule ud we encourage you to coment.
