October 3, 1980 PRELIMINARY NOTIFICATION OF EVENT OR UNUSUAL OCCURRENCE--PNO-I 139B This preliminary notification constitutes EARLY notice of events of POSSIBLE safety or public interest significance.

UNC Recovery Systems Facility: Wood River Junction, Rhode Island DN 70-820 License No. SNM-777

Subject:

SHIPMENT OF LOW LEVEL WASTE WITH 55-GALLON DRUM LEAKING LIQUID Thus far, the following has occurred at the NECO Beatty, Nevada, burial site concerning the four trailers containing packages of waste from UNC Recovery Systems lagoons.

The drum and box which had leaked have been repackaged for shipment back to the UNC Recovery Systems facility.

The liquid which escaped into the two trailers has been cleaned up.

The two other trailers have been opened and inspected as much as possible without removing the containers from the trailers.

A 00T representative felt that the cargo was such that the trailers could be transported.

The NRC inspector indicated that there was some evidence of liquid on the cloth covering on the floor of one trailer.

Presently, the four trailers which reached the Beatty burial site are still at that location.

Thus far, the following has occurred with the two tractor-trailers stopped enroute to the burial site and ordered to return to the UNC facility.

The trailer which was stopped in Connecticut has been returned to the UNC facility after being retained at the Rhode Island border by the State of Rhode Island.

The trailer which was stopped in Morris, Illinois, is enroute to the UNC facility. The trailer will be inspected by the UNC Nuclear and Safety Manager and a State of Rhode Island representative at the Rhode Island border.

The State of Rhode Island has indicated in a press release to be followed by a letter to the Chairman of the NRC that among other things tney desire that:

The NRC insure that the packages and vehicles leaving Beatty,

-Nevada, are proper. for transport; The NRC inspect the unloading of all the vehicles returned to the UNC facility; 'and

Region I received the additional information concerning this event from Region V, the State of Rhode > Island, and other licensee on October 2 and 3,1980.
