Docket 50-312 Rancho Seco Nuclear Generating Station. Unit No. 1 TMI Action Plan, NUREG-0737, Items II.K.2.10 & II.K.3.30

Dear Mr. Eisenhut:

The Sacramento Municipal Utility District provided commitments for the implementation for the items in the TMI Action Plan by letter dated December 15, 1980.

In this letter the District committed to, and provided justification for, an implementation date of April 1,1982 for the safety grade anticipatory reactor trip, Item II.K.2.10.

NUREG-0737 requested a submittal of the final design for this system on January 1,1981, six months prior to the requested implementation date of July 1,1981. The District commits to submit this design information by October 1,1981, which provides the requested six month lead time for NRC staff pre-implementa-tion review prior to the April 1,1982 implementation date.

NUREG-0737 also requested a submittal of a detailed scope and schedule for a small break LOCA analysis by January 1,1981. The District indicated in the December 15, 1980 letter, that a meeting had been scheduled with the NRC staff to discuss this subject, and that we would provide the scope and schedule at a later date. We are presently evaluating a program proposed by the Babcock & Wilcox Company to the B&W Owners' Group. We feel additional discussions with the Owners' Group and/or the NRC staff is ne-cessary before we can commit to the proposed program. We do cormiit, however, to provide the NRC with this detailed scope and schedule by March 31, 1981.
