I agree that this proceeding needs'to be untangled.

I would modify the Order to ask the staff, CECO and the interyc'. ors to brief.three questions:

(a) what, if any, license modifications in addition to the two Tech. Spec. changes' sought by CECO are required for decontamination?

(b) what, if any, license modifications are required for a resumption of operation? and (c) if license modifications are required for both decontamination and return to operation, how should the hearing be structured?

L MEMORANDUM FOR THE RECORD SECY-A-80-188'- Petition for a Hearing in the Matter pf the Proposed Decontamination of the Dresden Nuclear Power Station The Commission by a vote of 3-1 (Chairman Ahearne dissenting) approved an Order, with modifications suggested by Commissioner Gilinsky, to require that the applicant, HRC staff, and the petitioners address additional questions regarding other license amendments which may be required.

Chairman Ahearne would have preferred to issue a notice offering an opportunity for hearing on the proposed decontamination; his dissenting views are attached to the Order.
