Dear Mr. Howton:
The charter of the Nuclear Regulatory Comission's Advisory Comittee on Medical Uses of Isotopes is due to expire on January 31, 1981. This is to inform you of the Commission's determination regarding renewal of this charter for the two-year period beginning on February 1, 1981.
The Comission has determined that renewal of the charter for the Advisory Comittee on Medical Uses of Isotopes is necessary and in the public interest.
There are no physicians or other personnel on NRC's staff with the qualifica-tions and expertise of the Committee members to supply the medical judgments and advice necessary for the agency to make decisions concerning the regula-tion and 1; censing of uses of radioisotopes in humans for medical diagnosis, therapy, and research.
Continuation of the Committee is necessary for this agency to obtain advice and consultation on license applications relating to user qualifications and the human use of radiation sources. The Comittee provides advice and guidance to the staff on 20-30 license applications and other projects during each year.
The NRC's plan for attaining balanced membership on this Committee is to seek and obtain expert advice from those scientific and technical disciplines directly related to the functions to be performed and the points of view to be represented. At the present time these disciplines include diagnostic and therapeutic radiology, pathology, internal medicine, nuclear medicine and medical physics. The current membership of the Comittee covers these
<'isciplines.
The functions of the Advisory Comittee on the Medical Uses of Isotopes cannot be performed by any other organization within this agency and the necessary advice this Committee provides is not available from other sources within the Commission. As noted above, there are no personnel on NRC's staff with the qualifications and expertise represented by the Contittee.
It would be difficult, if not impossible, for this agency to develop and maintain an in-house capability to match the quality and quantity of expert knowledge embodied in this Advisory Comittee. Moreover, the cost of the Committee is quite small compared to the services rendered to NRC. At the present time, there appear to be no other sources in the Advisory Committees of this or other agencies that have the necessary expertise to provide the advice required in this area.

Committee's objectives, scope of activities and duties are as follows:
The Committee provides advice, as requested by the Director, Division of Fuel Cycle and Material Safety, Office of Nuclear Material Safety and Safeguards, with respect to the development of standards and criteria for the regulation and licensing of uses of radionuclides in human subjects.
The Committee also provides advice and consultation with respect to individual applications on user qualifications and the human use of radiation sources.
