Gentlemen:

This refers to the routine safety inspection conducted by Mr. L. J. Hueter and

Dr. M. J. Oestmann of this office on January 21, 1981, of activities at Plum

Brook Reactor Facility authorized by NRC License No. TR-3 and to the discussion

of our findings with you and Mr. Junod of your staff at the conclusion of the

inspection and with Mr. Junod on March 12, 1981.

The inspection was an examination of activities conducted under your license

as they relate to radiation safety and to compliance with the Commission's

rules and regulations and with the conditions of your license. The inspection

consisted of a selective examination of procedures and representative records,

observations, independent measurements, and interviews with personnel.

The inspection invo'.ved only that portion of the Plum Brook Reactor Facility

proposed for unrestricted use following the recent physical separation includ-

ing severance and closure of piping and tunnel connections, relocation of the

fence barrier, and performance of surveys to demonstrate absence of any sig-

nificant reactor originated radioactivity.

Based on the inspection, which included independent surveys, the inspectors

find no objection to unrestricted use, as permitted in the present license,

of this portion of the facility.

No items of noncompliance with NRC requirements were identified during the

course of this inspection.

In accordance with Section 2.790 of the NRC's " Rules of Practice," Part 2,

Title 10, Code of Federal Regulations, a copy of this letter and the enclosed

inspection report will be placed in the NRC's Public Document Room, except as
