HAZARDS ANALYSIS BY THE RESEARCH & PO'JER REACTOR SAFETY ERANCH DIVISION OF LICENSING AND REGULATION IN THE MATTER OF YANKEE ATOMIC ELECTRIC COMPANY PROPOSED CHANGE NO. 28 DOCKET NO. 50-29 Introduction J4 Pursuant to the provisions of paragraph 3.A. of License No. DFR-3, as 7
amended, Yankee Atomic Electric Company in Proposed Change No. 28 requested authorization to modify the Alternate Design control rod couplings des-cribed in Proposed Change No. 14.
The modifications which would be incor-porated in the control rod coupling design would be for the purpose of increasing the functional reliability of the control rod coupling assemblies.

the new design would be installed in the reactor during the refueling oper-ation now in progress at the Yankee facility.
Discussion Yankee has reported that a recent re-analysis of the design of the control red couplings, as codified by Chang? Ne. 14, has indicated the possibility of relative motion between certain parts of the control rod coupling assem-blies during rcd motion. Such motlen could result in' wear, and, using the most pessimistic ascuwptions regarding tolerances and dynamic damping, the analysis indicated the possibility of motion which could conceiveably un-lock the control rod drive shafts from the control rod absorber sections.
The modifications which Yankee proposes to incorporate in the design of the control rod coupling assemblies are for the purpose of eliminating the possibility of undesirable relative motion of assembly parts, reducing friction between certain parts of the rod assemblies, and contributing to their proper operation.

i Conclusion Upon review of the modifications which would be made to the control rod coupling assemblies under Proposed Change No. 28, we have concluded that they should contribute to the reliability cf the assemblies and, thereby, to the safety of operation of the reacter. Accordingly, it is our opinion that Proposed Change No. 28 does not present significant hazards consider-ations not described or implicit in the license application, as amended to l =- -
June 23, 1961. In addition, we have found that there is reasonable assur-7'( _,
ance that the health and safety of the public will not be endangered by j ' _-
operation of the facility as proposed.
