In various correspondence we have proposed the use of the Fort Lupton Municipal 3uilding _ for use as our Forward Cosunand Post (EOF in NRC Terms). With the many changes in guidance and issuance of NUREG's-

- we need to discuss the use of the Fort Lupton facility to obtain concurrence for its use and, if used, to determine the criterion that.

will be _ applied to the facility in terms of HVAC systems, Nuclear Data Link, SPDS, communications and environmental conditions.

- 2.

The early warning alert system continues to be a major issue not only for us, but for other utilities. Given the characteristics of Fort St. Vrain ve need to determine the criterion that will be utilised in our-case.

We need to discuss the recent revision of Appendix 2 to NUREG 065h

- concerning meteorological' information.

We need to discuss the present status of NUREG 0696 vith reference to its. impact on emergency response facilities which we.have had.

- under construction for sometime now. We are particularly concerned -

- about the physical sise requirements proposed by the draft of WREG 0696 and the criterion associated with the Nuclear Data L' ink, and the Special Parameter Display system. Our comments on the draft of NUREG 0696 are contained in P-80138.

- In our submittal of the Emergency Response, Plan we addressed the NRC's questions resulting from a previous review. We would hope to discuss i -

any comments the NRC may have in this area (See P-80288) as well as any additional comments the NRC may have developed since submittal of

'our revised plan.

With reference to the POST TMI-2 requirements we would hope, if time permits, to discuss the following:

a.

Shift Manning Requirements: We took minor exceptions to the shift manning requirements (See P-80388). We would like to discuss any problems that the NRC may have with our position.

b.

Long Term STA Use: Training requirements and the possibility of retraining the Technical Advisors as permanent staff in lieu of

. upgraded operator training.

c.

Operator Training: Specifically with reference to the use of simulators and the NRC position for simulator training for Fort

-l St. Vrain.

We have just received NURDi 0737 and have not had the opportunity to review it yet. We may.have some general discussion items concerning this document.
