On December 31, 1980, the Staff submitted for Board approval a " Joint Motion to Accept Stipulation and for Protective Order on Security Plan Information" executed by Suffolk County, Applicant and the NRC Staff.

We note that the stipulation in Part II of the motion complies with the Appeal Board's criteria in Pacific Gas and Electric Company (Diablo Canyon Nuclear Power klant, Units 1 and 2) ALAB-410, 5 NRC 1398 (1977). We also note that the proposed Protective Order and Affidavit are almost verbatim 3503 b
of the Appeal Board's requirements in the Diablo Canyon 5
proceeding in ALAB-600,12 NRC 3 (1980).
