- This is in response to your letter dated January 6,1981, which transmitted copies of Revision 11 to your Fundamental Nuclear Material Control (FMC)
Plan (XN-12).
Our review has identified a number of requirements which are not adequately addressed in your Plan. The enclosures to this letter describe those areas which must be clarified or strengthened. Most of these topics were discussed by you and members of your staff with H. Bartz during his visit to your facility Marc.: 30 - April 1,1981.
It has been established that the enclosure to your letter dated January 6, 1981 and the attachments to this letter contain infomation of a type specified in 10 CFR 2.790(d). Accordingly, pursuant to Section 2.790(d)(1),
these are deemed to be commercial or financial infomation within the meaning of 10 CFR 9.5(a)(4) and shall be subject to disclosure only in accordance with the provisions of 10 CFR 9.12.
