Dear Sir:

Your letter, Reference (b), requested a considerable amount of widely dispersed information be gat'aered by operating reactor licensees within a set of specified time schedules. Although Refere nce (c) was later issued in an a t t empt to correct errors in Reference (b), the omissions were not corrected until Reference (d) was received. The omissions of References (b) and (c) precluded Maine Yankee from initiatir.g an investigation until receipt of a complete and applicable letter. Unfortunately your staff neglected to relax the original time sc~ edule to compensate for the near three month delay caused by omissions in your original letter.

Upon receipt of Reference (d), Maine Yankee has begun an extensive investigation of the controls for handling heavy loads to determine the extent to which your guidelines are satisfied at our facility. The progress of this work has been reduced recently due to the current refueling outage activitier.

We believe this delay is justified in light of the original delay encountered in receiving Reference (d), the work completed to date, and in consideration of the relative ~ importance of this issue, in comparison to other activities currently being performed by our staf f.
