This refers-to the routine safety inspection conducted by Mr. J. R. Mullauer of this office on June 3, 1981, of activities authorized by NRC Byproduct Material License No. 21-12716-01 and to the discussion of our findings with Mike' Freeman at the conclusion of the inspection.

The inspection was an examination of ' activities conducted under four license as they relate to radiation safety and to compliance with the Commission's rules and regulations and with the conditions of your license. The inspec-tion consisted of a selective exaaination of procedures and representative records, observations, independent measurements, and interviews with personnel.

In addition to the above areas, the inspector examined actions described

'in your letter dated January 26,1977, regarding one apparent item of non-compliance found during our November 24, 1976, inspection of License No. 21-12716-01. Your letter described the action which would be taken to avoid further noncompliance; however, during the course of this inspection our inspectors identified it as a repeat item of noncompliance as specified in the attached Appendix A, Item No. 1.

During'this inspection, certain of your activities appeared to be in non-compliance with NRC requirements, as specified in enclosed Appendix A.

A written response, submitted under oath or affirmation, is required.

We will gladly discuss any questions you have concerning this inspection.
