NRC Inspection at Energy Systems Group Headquarters Site Docket 70-25 The report of the routine safety inspection of the Energy Systems Group activities authorized by NRC License SNM-21 conducted by Mr. W. J. Cooley on March 3-6, 1981, indicated an apparent deviation in the implementation of our int'ernal procedures. While the deviation is not an item of non-compliance, you requested that we review our activities and indicate any corrective action which we are taking to improve our performance.

The deviation resulted when a package of radioactive material received at our plant on February 20, 1981, was transferred directly to our storage area with no monitoring for radiation level or radioactive con-tamination prior to the transfer. This is in contrast to our procedures regarding the procurement and receipt of radioactive materials which require monitoring of all packages for radiation levels and surface contamination upon receipt.

As a result of this incident, we are improving the specific procedure for monitoring of incoming packages of radioactive materials by including trare specific requirements for the examination and monitoring of incoming packages. These detailed steps in the monitoring procedure will then be emphasized to all personnel who are involved in the receipt and storage of any incoming packages of radioactive materials. These actions will prevent a recurrence of future deviations in the implementation of our internal procedures.
