NOTICE OF VIOLATION Illinois Power Company Docket No. 50-461 Clinton Power Station License No. NPF-62 As a result of the inspection conducted during December 11-15, 1989, and in accordance with the " General Statement of Policy and Procedure for NRC Enforcement actions," 10 CFR Part 2, Appendix C, (1989) (Enforcement Policy),.

the following violations were identified:

1.

10 CFR 20.201(b) states:

each licensee shall make or cause to be made such surveys as (1) may be necessary for the licensee to comply with the regulations in this part, and (2) are reasonable under the circumstances to evaluate the extent of radiation hazards that may belpresent.

Contrary to the above, on December 5, 1989, two carpenters were allowed-j to enter a high radiation area to erect scaffolding before a i

comprehensive radiation survey was made of the area..

This is a Severity Level IV violation (Supplement IV).

2.

10 CFR 20.203(c) states:

(1) each high radiation area shall be 1

conspicuously posted with a sign or signs bearing-the radiation caution symbol and the words:

" Caution High Radiation Area."

Contrary to the above, on December 4, 1989, the WE filter pit was'not posted as a High Radiation Area even though it contained general area radiation levels of 800 mr/hr.

This is a Severity Level IV violation (Supplement IV).

Pursuant to the provisions of 10 CFR 2.201, you are required to submit to this office within thirty days of the date of this Notice a written statement or explanation in reply, including for each violation: (1) the' corrective-steps that have been taken and the results achieved; (2) the corrective steps -that will be taken to avoid further violations; and (3) the date when full compliance will be achieved.
