-l DOCKET NO.50-029 INTRODUCTION By letter dated November 22, 1989, the Yankee Atomic Electric Company (YAEC or.

the licensee) requested an amendment to Facility Operating License No. DPR for the Yankee Nuclear Power Station (YNPS or the plant). The proposed amendment would incorporate into YAEC's Technical Specifications wording from Generic Letter 84-13 which allows the removal of snubber listings within the Technical Specifications.

EVALUATION YAEC, during their November 1988 refueling outage, added~a snubber to the pressurizer drain line. By letter dated. March 21, 1989, YAEC provided the NRC r

with a proposed change to YAEC's Technical Specifications which. updated Table 3.4.7, " Safety-Related Mechanical Snubbers," to list the new snubber. The NRC, after their initial'rev.iew of this proposed change,: suggested to Yankee that YAEC's Technical Specifications be updated to include the guidance providedinGenericLetter84-13, Reference (b). YAEC-agreed to this as noted L

in NRC letter dated September 1, 1989.

l The NRC, in Generic Letter 84-13, " Technical Specification for Snubbers,"

l reassessed the. inclusion of snubber listings within the Technical; Specifications. The letter concluded that such listings are'not necessary, provided the' snubber Technical Specification is modified to specify which :

snubbers are required to be operable. The generic. letter noted that thisi modification did not alter the Technical Specification's. requirements for recordkeeping or the need for 10 CFR 50.59 evaluations for changes in snubber quantities, types, or location. Attached to the generic letter was specific guidance to licensees as to the changes necessary -to remove the snubber l

This snubber list will now be contained in YNPS Operating Procedure No. 4520. This procedure fulfills all the requirements of Technical Specifications 4.7.9.e and 6.10.2.n.

l This amendment involves a change in a requirenent with respect to the

> installation or use of a facility component located within the restricted area as defined in.10 CFR Part 20 and changes to the surveillance requirements. The staff has determined that the amendment involves no significant increase in the amounts, and no significant change in the types, of any effluents that may be j

released offsite, and that there is no significant increase in individus1 or 1

cumulative occupational radiation exposure. The~ Commission has previously

published a proposed finding that the amendment involves no significant hazards-consideration and there has been no public comment on such findir9 Accordingly, this amendment meets the eligibility criteria for categorical exclusion set forth 1

in 10 CFR 51.22(c)(9). Pursuantto10CFR51.22(b),noenvironmentalimpact statement or environmenta1' assessment need be prepared in connection with the issuance of this amendment.

CONCLUSION The Commission made a proposed determination that the amendment involves no significant hazards consideration which was published in the Federal-Register (54 FR 51264) on December 13, 1989. No public comments were received and the State of Massachusetts-did not have any comments.

The staff has concluded, based on the considerations discussed above, that:-

(1) there is reasonable assurance that the health and safety of.the public will not be endangered by operation in the. proposed manner, and (2) such l.

activities will be conducted in compliance with the Commission's regulations, and (3)-the issuance of this emendment will not be inimical to the common defense and security or to the health and' safety of the public.
