APPENDIX A NOTICE OF VIOLATION Vermont Yankee Nuclear Power Corporation Vemont Yankee Nuclear Power Station Docket No. 50-271 Vernon, Vermont License No. DPR-28 As a result of the inspection conducted on February 2-27, 1981, and in accordance with the Interim Enforcement Policy, 45 FR 66754 (October 7,1980), the following violation was identified.
A.
Title 10, Code of Federal Regulations, Part 50, Section 50.59 (b) requires in part thst "The licensee shall maintain records of changes in the facility..,
to the extent that such changes constitute changes in the facility as de-scribed in the safety analysis report... These records shall irclude a written safety evaluation which provides the bases for the determination that the change...does not involve an unreviewed safety question."
Contrary to the abcve, no written safety evaluations were available as of February 27, 1981, for:
(i) temporary changes made to the facility as de-scribed in FSAR Figure 4.3-3 under Jumper and Lifted Lead Request No. 80-0058; and (ii) temporary changes made to the facility as described in FSAR Section 7.3 under Jumper and Lifted Lead Request No. 80-0044.
This is a Severity Level V Violation (Supplement I.E).
Pursuant to the provisions of 10 CFR 2.201, Vermont Yankee Nuclear Power Corporation of Vernon, Vermont, is hereby required to submit to this office within twenty-five days of the date of this Notice, a written statement or explanation in reply, including:
(1) the corrective steps which have been taken i
and the results achieved; (2) corrective steps that will be taken to avoid further violations; and (3) the date when full compliance will be achieved. Under the authority of Section 182 of the Atomic Energy Act of 1954, as amended, this response shall be submitted under oath or affirmation.
