This refers to the routine safety inspection conducted by Mr. S. R. Lasuk and Ms. E. R. Matson of this office on July 13-15, 1981, of activities at the University of Cincinnati authorized by NRC Byproduct Materials License No. 34-06903-05 and No. 34-06903-10 and to the discussion of our findi.ngs with Mr. Ken Fritz at the conclusion of the inspection.

The inspection was an examination of activities conducted under your license as they relate to radiation safety and to compliance with the Commission's rules and regulations and with the conditions of your license. The inspec-tion consisted of a selective examination of procedures and representative records, observations, independent measurements, and interviews with personnel.

The inspection also included a review of the actions described in your letter dated September 17, 1979, regarding the two apparent items of noncompliance found during our August 27-29, 1979 inspection of License No. 34-06903-05. We have no further questions regarding the item of monitoring external surfaces of received packages. However, the item concerning quarterly physical inventories to account for all Group VI sealed sources received and possessed is a repeat item of noncompliance as described in the enclosed Appendix A.

A written response, submitted under oath or affirmation, is required. The response shall include the actions taken to prevent recurrence.

No items of noncompliance with NRC requirements were identified during the course of this inspection of License No. 34-06903-10.
