1,0 orgrnization The organization described in the Organization Plan has been revised to permit the effective management of the maiy technical requirements associated with the recovery of TMI-2.
As ti.e recovery of the unit progresses, work function priorities are changed to permit the continua-tion of recovery operations in an expeditious manner. This proposed change of the TMI-2 Recovery Organization will permit improved management of the many technicr1 functions associated with recovery of the unit.
l.1 GPU Nuclear Group Figure 1.1 of the Plan shows the organizational relationships that exist in the GPU Nuclear Group.
Rev. 3 of the TMI-2 Organization Plan transfers Recovery Engineering and Licensing (previously included under other engineering support) from Technical Functions Division to Three Mile Island Unit 2 Division.
1.2 TMI-2 Organization The Director, TMI-2 utilizes the following management staff to carry out his responsibilities:

Manager, Plant Administration (formerly Manager, Administration o
and Services) o Supervisor TMI-2 Licensing The organizational relationship for the TMI-2 organization is shown in Figure 1.2 of the Plan.
Tha Director, Site Operations, has the overall responsibility for the day-to-day operation and maintenance 7f the plant and the recovery systems.
He in assisted in the performance of this responsibility by the Plant Operations Director; Manager, Plant Maintenance; Plant Engineering Director.
Their basic responsibilities are as follows:
The Plant Operations Director (f ormerly Manager, Operations) is o
responsible for maintaining the TMI-2 reactor in a safe, stable condition throughout decontamination and recovery evolutions, oper-ating plant systems, providing licensed operation, surveillance and approval of recovery operations, operating recovery systems, and for packaging waste for storage and ultimate disposal.
The Manager, Plant Maintenance is responsible for providing o
designated maintenance ar.d repair services to the TM1-2 site, for the orderly layup of plant equipment and systems not needed for the recovery program and for conducting decontamin-ation operations in the auxiliary and fuel handling buildings.
The Plant Engineering Director (formerly Manager, Plant Engineering) o is responsible for providing plant engineering and process engineering services and support to plant operations and maintenance, chemistry services, fire protection engineering services and insuring adequate fire protection capacity is maintained at TMI-2.
The Director, TMI-2 Recovery Programs Office acts as program manager and provides overall direction and control for contractor ef forts in decontami-nation and recoverf of the TMI-2 containment building and construction of auxiliary facilities to support recovery. Provides technical support to Site Operations for work related to TMI-2 recovery. Provide coordination and monitoring functions in connection with government and industry sponsored programs at Thi-2.
o The Recovery Engineering Director is responsible for; providing technical support for work related to TMI-2 recovery, engineering services to coordinate support and interface with contractors and the sponsors of government and industry-funded programs, approval for technical adequacy of the technical plans prepared by contractors, configuration control of recovery systems, structures and components, and providing startup and test services for systems, structures and components.
o The Manager, Recovery Programs Technical Planning is responsible for; providing management oversight for contractor prepared technical plans for TMI-2 recov(ry, coordinate interface with contractore and recovery engineering personnel, and providing critical oversight of contractor technical planning activiiles and insuring expeditious approval of technical plans.
o The Recovery Programs Operations and Construction Director is responsf51e for; providing management oversight for contractor supplied engineering, design and constructica activities, to coordfaare interface with contractor and recovery engineering personal, and to provide critical oversight of contractor schedules and performances.
The Recovery Programs Cost and Scheduling Manager is responsible o
for; mairtaining the master cost and schedule files for TMI-2 recovery, issuing cost and schedule reports as directed by the Director TMI-2 Recovery Programs Office, implementing and main-taining appropriate performance measurement system for Recovery Programs scope of work, and maintaining liaison with the corporate cost and schedule manager.
o The Manager, Government and Industry Programs is the prime inter-face with sponsors of government and industry funded programs and is responsible for coordinating the preparation of proposals requested by government and industry sponsors and monitoring performance of tasks funded by government or industry sponsors to cost, schedule and performance objectives.
The Manager Plant Administration is responsible for preparing, issuing and updating TMI-2 administration procedures, coordinating and expediting TMI-2 non-administrative procedures and coordinating training provided by the Nuclear Asssurance Division.
The Supervisor, TMI-2 Licensing is responsible for providing licensing and regulatory affairs and services for TMI-2, and acts as the prime interface with the NRC on licensing matters related to TMI-2 recovery.
