Submittal of Westinghouse RESAR-SP/90 Position on " Severe Accident Policy Issues" Presented in February 9, 1990 ACRS Full Committee Meeting.

Dear Mr. Miller:

Enclosed are ten (10) non-Proprietary copies of the Westinghouse SP/90 position on the " severe accident policy issues" presented by the NRC during the February 9, 1990 ACRS Full Committee meeting.

The Staff presented their proposed resolution of fifteen " severe accident policy issues." During the RESAR-SP/90 PDA Licensing Program, most of these issues have been the subject of discussion between the Staff and Westinghouse, and a significant number of commitments have been made by l

Westinghouse as a result.

Some of these commitments are described in i

either the RESAR-SP/90 PDA text, in response to Staff questions, or in response to the Draft Safety Evaluation Report (08ER) PDA Open Issues.

Some of these " policy issues" have only recently been defined and the SP/90 positions had not yet been formally documented.

In order to facilitate the Staff's understanding of these commitments, the Westinghouse position on each of the fifteen issues has been compiled into a single document, which is herein submitted for placement on the SP/90 docket.
