In a letter dated May 10, 1983, Alabama Power Company committed to several actions regarding design changes, test procedures and a confirmatory life program for the Farley Nuclear Plant reactor trip breakers and to provide a follow-up status of each commitment by May 31, 1983.

Based on this follow-up review and evaluation of the action items, a detailed status and schedule have been determined as discussed he rei n.

1.

Six Month Interval Bench Test and Maintenance Commitment:

a.

To obtain the following "as found" data:

i)

Breaker response time du ri ng 3 consecuti ve tests of tripping each breaker by UV and shunt coils.

ii)

Measurement of force required to actuate trip bar.

iii) Measurement of force exerted by UV device output.

b.

To perf orm breaker p reventive mai ntenance.

Alabama Power Compa.sy will perform the six month interval tests and maintenance by November 30, 1983 The measurement of force for the trip bar and UV device is a new test that has not been performed "in-the field" on DS-416 type breakers.

As a result, Alabama Power Company and Westinghouse are continuing to develop "in-the-field" test techniques and test acceptance criteria.

The Farley Nuclear Plant test procedures are scheduled to be finalized by August 31, 1983, which will support the commitment to perform the six month interval test by November 30, 1983.

2.

Monthly Testing (Main Breakers In-Place)

Commitment:

a.

To functionally test the UV device by RPS actuation including response time testing of the breaker.

b.

To functionally test the shunt trip device.

Status and Schedule:

Alabama Power Company is currently performing a monthly test of the UV device and will complete the first cycle of tests by June 10, 1983; however, in order to perform the response time testing and shunt device testing, design changes will be needed.

A conceptual design for the response time testing is currently being evaluated by Alabama Power Company.

The design concept is to develop a test connection feature which will allow test capability with portable equipment.

This modificaton will be designed and installed in a manner that will minimize the attendant decrease in system reliability.

By July 15, 1983, a design change will be developed.

Installation of this change will be completed at the next outage of suf ficient duration af ter completion of l

design and receipt of material.

The design change for the shunt trip device testing is scheduled for completion by June 30, 1983 This design is being coordinated through the Westinghouse Owners Group and will be provided to the NRC for approval.

Pre-Startup Testing (Main Breakers)

Commitment s:

a.

To functionally test the reactor trip breakers via the main control board switches.

b.

To independently test the shunt devices from the breaker cabinet.

Status and Schedule:

Alabama Power Company is currently performing a functional test of the reactor trip breakers via the main control board switches prior to each criticality unless such testing has been completed within the past seven days.

The indeperident functional test of the shunt device will require a design change.

This design change will be made in conjunction with the change described in Item 2.b. above.

The details of this design will be submitted to the NRC for approval as described in Item 2.b. above.

4 Provide RPS Actuation of the Shunt Trip Commitment:

To make a design change to the reactor trip breakers such that the shunt coil will be actuated by the RPS as well as the UV device.

S,tatus and Schedule:

Alabama Power Company is working with the Westinghouse Owners Group on this design.

Detailed design information is scheduled for completion and submittal to the NRC by June 30, 1983.

Installation of this change is to be coordinated with Items 2.b. and 3.b. above and will be completed at the next outage of suf ficient duration after completion of design, NRC approval of the design, and receipt of material.

UV Trip Attachment Confirmatory Lif e Testing Commi t men t:

To develop a program for confirming the expected life of the UV trip attachment.

Alabama Power Company and Westinghouse are developing a program for l

confirming, via testing and/or calculation, the expected life of the UV trip attachments.

The scope and objectives of this program are scheduled for submittal to the NRC for approval by June 30, 1983.

6 Procedural Modifications and Operator Training Commi tment s:

j As stated in the May 10, 1983 letter, all actions by Alabama Power Company were completed and no new commitments were made.

This action is therefore complete.

Status and Schedule:

All actions complete.

Alabama Power Company will work closely with the NRC in closing out the commi tments made herei n.

These committed activities are for a period of six months, as discussed in the May 10, 1983 letter.

The UV trip attachment confirmatory life testing program will include assessment of a reliability maintenance program for the DS-416 reactor trip breaker.

Alabama Power Company will modify the existing Farley Nuclear Plant maintenance program to comply with any recommended changes adopted as a result of this effort.

Upon completion of the six month test program, Alabama Power Company will submit a summary report concerning this testing and will address continued testing.
