This is to confirm my conversation with you on the afternoon of February 25, 1991.
Because the February 6, 1991, letter to the Nuclear Regulatory Commission from the petitionar, James T.
Springfield, had not been served or. TVA, you agreed to grant TVA

until March 12, 19')1, to file its answer to the petitioner's request.
Though I was thereaf ter unable to speak personally with Mr. Springfield about my conversation with you, I spoke with the International Brotherhood of Electrical Workers (IBEW) International Representative, J'arry Duncan, who indicated that although
-Mr. Springfield was out of town he would' pass the information about the due date to Mr. Opringfield upon_ his return I have since spoken with Mr. Sprinefisid's wife and have given her the same information, Ecclosed is-a copy of the Tennessee Valley Authority's notice of appentsnee in the above-captioned proceeding.
