Son response to this violation is as follows:

Violation

0CFR20.203(6) states:

"Each radiation area shall be conspicuously posted with a sign or signs bearing the.

!ation caution symbol and words " CAUTION RADIATION AREA."

Contrary to the above, radiation areas existed around a larrel containing contaminated equipment without being conspicuously posted Response to Violation The 55 gallon barrel containing resin pumps and hoses was transferred to an unposted area and left unattended as a result of inadequate training and poor communication between Health Physics Technicians and contract personnel.

Consumers Power Company acknowledges this item of noncompliance and has implemented corrective action to ensure full compliance with 10CFR20.203(b).

Corrective Action Taken and Results Achieved A radiation survey was performed by the tadiation protection staff. The survey results indicated that the bart t dose rate was 8 mR/hr at a distance of 18 inches. The staff properly labeled the barrel and transferred it to the contaminated materiala warehonse. This action was accomplished within approximately one and a half hours after the barrel was left in an unposted condition. The contaminated materials warehouse is properly posted in accordance with 10CFR20.203(6).

Big Rock Point Plant September 9, 1981 Corrective Action to Prevent Recurrence A training course consisting of the requirements defined by 10CFR Part 20 and the respective plant procedures implementing these requirements was conducted for Chemistry, Health Physics and Maintenance personnel. All training was.ompleted August 24, 1981. The course included the following areas:

Generic Information Pertaining to Repetitive Occurrences The NRC cover letter to the Inspection Report dated August 12, 1981 includes the following comment:

The NRC concern in the areas of lack of adequate posting of radiation areas and the lack of locks or control devices for high radiation areas is increasior,. Four such instances have been identified since March 1980.

In your response to this letter please address the corrective actions implemented to resolve these problem areas.

Consumers Power Company recognizes the necessity for maintaining a high quality radiation protection program at Big Rock Point. We believe that the corrective taken to prevent recurrence will effectively eliminate additional oc0981-0_004a142

Big Rock Point Plant September 9, 1981 occurrences pertaining to the lack of adequate posting of radiation areas.

In addition, an information bulletin has been issued by the Health Physics staff to clarify the responsibilities and lines of communication with Maintenance personnel.

Consumers Power Company has not identified any repetitive instances associated specifically with the lack of locks or control devices for high radiation areas.

Consumers Power Company's response is dated September 9,1981.
