i This refers to the QA program inspection conducted by Mr. J. W. Sutton of this office on September 14-18, 1981, of your facility at Norwood, Ohio, 1

associated with the manufacture of medium electric motors and to the discussion of our findings with Mr. J. H. Blachly, Division General Manager, at the conclusion of the inspection.

This inspection was made to confim that, in the areas inspected, your QA program is being effectively implemented. The inspection effort is not designed to assure that unique quality requirements imposed by a customer are being achieved; nor to assure that a specific product, com-ponent, or service provided by you to your customers is of acceptable quality. As you know, the NRC requires each of its licensees to assume full responsibility for the quality of specific pmducts, components, or services procured from others. You should, therefore, not conclude that the NRC's inspection exempts you from inspections by an NRC licensee i

or his agents nor from taking effective corrective action in response to their findings.

i' Areas examined and our findings are dHcussed in the enclosed report. Within these areas, the inspection consisted of an examination of procedures and mpresentative records, interviews with personnel, and observations by the inspector.

During the inspection,41t was found that the inplementation of your QA program failed to meet certain NRC requirements. The specific findings and references to the pertinent requirements are identified in the enclosures to this letter.

Please provide us within 30 days from the date of this letter a written state-ment containing; (1) a description of steps that have been or will be taken tocorrecttheseitems;(2) a description of steps that have been or will be taken to prevent recurrence; and (3) the date pour corrective actions and preventive measures were or will be completed. Consideration may be 4

givra to extending your response time for good cause shown.

In accordance with 10 CFR 2.790 of the Comission's regulations, a copy of this letter and the enclosed inspection report will be placed in the NRC's Public Document Room. If this report contains any information that i

ypuubelieve to be exempt from disclosure under 10 CFR 9.5(a)(4), it is i

necessary that you (a) notify this office by telephone within 10 days from the date of this letter of your intention to file a request for withholting; and (b) submit within 25 days from the date of this letter a written application to this 6ffice to withhold such inforr.ation.

If your receipt of this letter has been delayed such that less than 7 days are available for your review, please notify this office promptly so that a new due date may be established. Consistent with section 2.790(b)(1),

i any such application must be accompanied by an affidavit executed by the owner of the infonnation which identifies the document or part sought to be withheld, and which contains a full statement of the reasons on the basis which it is claimed that the information should be with8 eld from 4

public disclosure. This section further requires the statement to address with specificity the considerations listed in 10 CFR 21790(b)l4). The infor-mation sought to be withheld shall be incorporated as far as possible into a separate part of the affidatit. If we do not hear from you in this re-gard within the specifidd periods noted bbove, the report will be placed in the Public Document Room.
