4 Exception 1 The Licensing Board gave improper weight to the Con Edison Application for Amandnant to the operating license to clininate the closed cycle cooling requirement and the supporting Environmental Report and to the j

i evidence subnitted by Con Edison in this proceeding, and as a consequence.

i erroneously concluded that the record before it justified an extension of once-through cooling to May 1,1932 rather than May 1,1980 as sup-ported by the NRC Staff.
