James A. FitzPatrick Nuclear Power Plant Docket No. 50 333 Proposed Changes to the Technical Specifications Regarding Accident Monitoring instrumentation (JPTS-89-015)
Dear Sir:
.This application for an amendment to the James A.
FitzPatrick Technical Specifications proposes to update two tables to reflect the installation of new post-accident monitoring instrumentation. Instruments installed to satisfy the requirements of Regulatory Guide 1.97 are added to Table 3.2-8 (" Accident Monitoring Instrumentation") and Table 4.2-8 (" Minimum Test and Calibration Frequency for Accident Monitoring Instrumentation"). The format and content of the updated tables are consistent with the NRC's Standard Technical Specifications (STS) (NUREG-0123) and the improved STS currently under evaluation by the NRC staff.
. Tables 3.2-6 (" Surveillance Instrumentation"),4.2-6 (" Minimum Test and Calibration Frequency for Surveillance _ instrumentation") and 4.71
(" Minimum Test - and Calibration Frequency for Containment Monitoring Systems") are deleted as part of the proposed changes, since the function of the old instrumentation is effectively superseded by the new, more qualified instruments on the revised Tables 3.2-8 and 4.2-8.
The remainder of the proposed changes are administrative in nature and support the changes to the tables as described above.
Enclosed for filing is the signed original of a document entitled " Application for Amendment to Operating Ucense," with Attachments I and 11 thereto, comprising a statement of the proposed changes to the Technical Specifications and the associated Safety Evaluation.
In accordance with 10 CFR 50.91, a copy of this application and the associated attachments are being provided to the designated New York State official.
