On May 1, 1990 the NRC administered operating examinations to three individuals

who had applied for an upgrade to their license to operate the Pennsylvania -
State University Reactor.

Subsequent to the examinations, an exit meeting was held with Mr. M. Voth and
Mr. T. Flinchbaugh of your staff. During the exit meeting, preliminary
comments concerning the examinations were discussed.

In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of
this letter and its enclosure will be placed in the NRC Public Document Room.
