Please describe the process and timing of each review that has been initiated or that is anticipated to be initiated.

CHAIRMAN CARR:

The process for the review of a standard design that would lead to a certified.

design includes the following major steps:

First, an applicant, submits a proposed Licensing Review Basis document, which addresses the review process ano key technical issues, to ensure that the review proceeds in an orderly and efficient manner. Second, NRC reviews the LRB document and issues it in a final form. Third, the applicant submits a safety analysis report and associated information required by 10 CFR Part 52.

Fourth. NRC reviews the safety analysis report and other information and issues Draft Safety Evaluation Reports.

Fifth, NRC issues Safety Evaluation Reports and Final Design Approval after resolution of open issues, and six, NRC issues a Design Certification af ter rulemaking.

The current schedule is to complete the Final Design Approval for the General Electric advar.ced boiling water reactor by December 1990 and issue the Design Certification by March 1992.

For the Combustion Engineering System 80 plus design, we expect to con:plete the Final Design Approval by December 1991 and issue the Design Certification by March 1993.

Westinghouse has applied for only a Preliminary Design Approval and not-the certification of its RESAR/SP 90 design. The review process for SP 90 will be similiar to the design approval process for GE and CE. The Preliminary Design-Approval for the SP 90 is scheduled to be issued in June 1990.

The review process for the EPRI Requirements Document includes the following major steps:

First, EPRI submits the Requirements Document.

Second, NRC

-reviews the document and issues the Draft Safety Evaluation Reports. Third, after resolving open issues, NRC will issue the Final Safety Evaluation

The Safety Evaluation Report on the requirements document for evolutionary.

light water reactors is scheduled to be issued in March 1991.

For advanced passive LWRs, the report is scheduled to be issued in February 1992.

The Commission and staff are currently re-evaluating the above schedules.
