If the Comission has experienced inadequate maintenance at sone plants, why is it necessary to develop an extensive industrywide rule on maintenance?.
CHAIRMAN CARR:
The Comission is convinced that continued industry attention to maintenance is needed not only to improve maintenance at some nuclear power. plants.today, but to ensure performence of effective maintenance at all nuclear power plants in the future. The.Comission's existing regulations and guidance do not clearly define the Comission's expectations with regard to maintenance of nucit:ar power plants. The Comission has numerous individualized requirements relative to maintenance of certain systems and components in many places throughout the regulations.
As previously noted, maintenance rulemaking would define maintenance require-ments in a more integrated fashion and enhance NRC's capability to effect improvements by licensees with inadequate or poorly conducted maintenance.
