Dear Mr. Selin,

I am concerned about the application by Louisiana Energy Services to build. a uranium enrichment facility in

Homer, Louisiana.

I am worried about the possibility of pollution of the Lake Clairborne watershed, with its attendant environmental and social consequences.

The fact that DOE's existing enrichment plants are only running at 50% of capacity due to the decline in demand for enriched uranium leaves me convinced the facility is not only environmentally and socially dangerous, but unneeded.

I am also disturbed by Urenco's record with regard to nuclear proliferation.

As its centrifuge designs were discovered by UN investigators in Iraq.

I urge you to recognize the facts I

have already mentioned, and the clear opposition of the local communities of Forest Grove and Center Springs to this facility by advising the NRC licensing board to deny LES' application to construct this uranium enrichment. facility in

Homer, Louisiana.

I would encourage you to investigate charges by a coalition of national and regional groups called Citizens Against Nuclear Trash that the site for this facility was chosen as part of a pattern of environmental racism and environmental exploitation of low income areas.

I hope the NRC licensing board. will seriously consider this issue when making its decision.

I applaud the trend in this country to. deemphasize nuclear technology and pursue a: nore :responsibro policy of-nuclear non proliferation.
