Box 958 Lexington, VA 24450 May 4, 1993 Ivan Selin, Chairman United States Regulatory Commission Washington, DC 20555

Dear Mr. Selin:

I am writing to ask you to advise the NRC licensing board to deny Louisiana Energy Services' application yo construct a uranium enrichment plant in Homer, LA.

There are several reasons to do this besides the fact that that another plant is not needed, especially since the demand for Enriched uranium is dropping.

The DOE's plants are currently running at only capacity.

There is no reason to open another plant.

The opinions of the local communities.should be taken into consideration.

Both Forest Grove and Center Springs are opposed to the plant.

LES' plans also include closing and rerouting the road between these two communities, a plan opposed by the local people.

Therefore this decision has a direct impact on them and should be taken into consideration.

Polluting water from the plant vill be discharged into the Lake Claiborne watershed which could contaminate the drinking water of over 40 homes.

In addition, if UF6 is ever accidently discharged, elderly residents near the plant may not be able to flee quickly enough.

I hope you will look at the issue of environmental racism that is involved in the above problems.

Once agafn, I hope you will recommend denying LES' application.

Thank you for your time and consideration.
