Enclosed please find a copy of Chapter il and revised pages 18, 19, 21 and 24 to the Security Plan for the New York Power Authority's Indian Point Unit 3 (IP3) for your review.

The proposed change to the plant Security plan is based on meetings and conversations held with Mr. Robert F._Skelton, other A,

members of your staff and NRC Region I Security Officials.

i This proposed change to-incorporate Chaptor 11 and revisions to l

pages 18, 19, 21 and 24 into our Security Plan is being_ submitted to reflect the shared administrative security boundary for Units i

1-2 and 3.

This proposed change is being submitted under 10.CFR -

50. 54 (p) as these revisions do not degrade safeguards i

effactiveness.
