Request for Use of Code Case N-416-1 Gentlemen:

The purpose of this letter is to request approval for the use of ASME Section XI, Code Case N-416-1,

" Alternative Pressure Test Requirement for Welded Repairs or Installation of Replacement Items by Welding," pursuant to the requirements of 10 CFR 50.55a (a) (3).

This code case provides an alternative to hydrostatic testing following repair / replacement of Class 1,

2, and 3 components.

This code case was approved by the ASME Boiler and Pressure vessel Code Committee on Februt.ry 15, 1994, but is not included in the most recent listing of NRC approved code cases in Revision 10 of Regulatory Guide 1.147,

" Inservice Inspection Code Case Acceptability - ASME Section XI Division 1."

It is requested that approval of this code case be granted by the seventh refueling outage, which is scheduled to begin September 15, 1994.

Timely approval is requested in order to obtain, through implementation of the code case, the maximum achievable cost savings and reduction in radiation exposure.

It is expected that substantial cost savings and reduced radiation exposure could result from elimination of all Class 1,

2, and 3 repair / replacement hydrostatic tests during the seventh refueling outage alone.
