Dear Sir:

Three Mile Island Nuclear Station, Unit 1 (TMI-1)

Operating License No. DPR-50 Docket No. 50-289 IE Bulletin 83-03 This letter and its attachment form the GPUN response for TMI-l to IE Bulletin 83-03, required by action item no. 4.

The emergency diesel generators at TMI-l are different from those described in the Bulletin in that they are self contained, requiring no raw service or river water flow for cooling purposes.

In addition, TMI-l has not experienced any problems with the emergency diesel generator coolant check valves. As a result, GPUN commits to the following program for the testing and inspecting of diesel generator jacket cooling check valves:

1) Attachment A provides a list of the emergency diesel generator coolant check valves that will be disassembled and inspected by the end of the first refueling outage commencing after April 1, 1983.

These valves will be added to the IST program.

2) The check valves listed in Attachment A will continue to be functionally tested open during the monthly surveillance test of the diesel generators and during the annual pre-and post-overhaul surveillance test run.
3) The frequency of disassembly and inspection of the valves listed in Attachment A (subsequent to Item 1 above) will be in accordance with the 10 year ISI inspection interval, provided that the initial inspection is satisfactory.

If the initial inspection is not satis-factory, the frequency of inspections will be increased or other appropriate action taken.
