DIRECT TESTIMONY OF ROBERT T.

KREILING ON BEHALF OF SUFFOLK COUNTY REGARDING CONTENTION 24.0 Q.

Please state your name and position.

A.

My name is Robert T. Kreiling, and I have been President of Suffolk County Community College since December 9, 1983, and prior to that served as a senior administrative officer of the College for approximately 19 years.

O.

Are you familiar with the provisions of the LILCO Plan as i

they relate to relocation centers?

l A.

I am aware that in its Plan, LILCO asserts that the I

i Ammerman Campus of Suffolk County Community College at Selden I

(SCCC) will be a relocation center in the event of an evacua-tion resulting from a Shoreham emergency.

Has SCCC entered into any agreement to serve as a reloca-tion center in the event of a Shoreham-related evacuation?

A.

No.

SCCC has not entered into any agreement to serve as a relocation center for a Shoreham emergency.

Any such agreement would have to have been approved by me or my predecessor.

Moreover, SCCC is an entity of the Suffolk County government, and acts in compliance with Suffolk County laws.

Pursuant to Suffolk County Resolution No. 456-1982 and Resolution No.

111-1983, SCCC will not be available for use in implementing the LILCO Plan.

Therefore, LILCO's assertion in its Plan that SCCC is one of its relocation centers is false.

Q.

Has the staff of SCCC ever been contacted by LILCO or con-sulted by LILCO about the possibility or feasibility of LILCO's use of SCCC as a relocation center for a Shoreham evacuation?

A.

Not to my knowledge.

My immediate staff and I first learned that LILCO had included the Ammerman Campus at Selden as part of its evacuation plan when we read of it in a local weekly newspaper.

To the best of my knowledge, SCCC was not previously consulted by LILCO, and SCCC has not and will not l

agree to serve as a relocation center under the LILCO Plan.

Furthermore, contrary to the assertions in the LILCO Plan, when the college is in session -- primarily during the hours i-

. a..

)

from 8:00 a.m.

to 10:00 p.m. -- SCCC does not have adequate space or facilities to serve as a relocation center or a decontamination center for anywhere near the number of evacuees anticipated in the LILCO Plan.

The normal traffic burden on the campus, when classes are in session, presently overtaxes our road system, both within the campus and on the roads imme-diately surrc 1.ng the campus.

Bringing a considerable number of additional s._.icles and/or individuals to the campus at those times would be chaotic and impractical.
