Dear Mr. Selin:

The Campaign for Workers' Rights is a coalition of construction unions in the area surrounding Washington DC. We represent a number of workers employed by Bartlett Nuclear, Inc. and/or Insulation Specialties, Inc. (ISI), which are construction contractors hired by Baltimore Gas and Electric Company (BG&E) to perform maintenance services at the Calvert Clifts Nuclear Power Plant in Calvert County, Maryland.

Over the past several weeks, we have been conducting a union organizing campaign among employees of Bartlett and ISI at the Calvert Clllis plant. Several of the employees whom we represent have expressed to us their grave concern that they may be exposed to or have direct knowledge ofinordinate and/or unallowable radiation levels in connection with their work at the plant. These workers include Mark Broadhurst, Alan Broadhurst, Anthony llubbard, William Phillips, Kenneth Williams, Keith Steele, and others. Furthermore, these employees have expressed to us their concern that " pre-job briefings" required for workers In some prior to their entering " hot" work areas are not being properly conducted.

We have attached for your information a copy of one such "checkIlst" which shows, according to the workers we represent, the list was falsified. One employee who is listed on the enclosed checklist. William Phillips, tells us he was not in attendance at the briefing and did not sign oft on the briefing notice.

Last week, we advised employees to refer their concerns over safety at the plant directly to a "httilne" o'perated, we understand. by BG&E. Several of these employees did in fact call the hotline and left recorded messages regarding their safety issues. Within seven days, a number of these same employees have been released from their employment at the site.

They believe, and we are asking you to investigate, that they were released in retallation reporting these matters.

We are concerned the conduct of Bartlett and/or ISI creates potential health and safety hazards for workers and that this conduct may violate federal laws, including the Energy Reorganization Act,42 USC @5851, and other statutes enforced by the NRC, the DOE, or the EPA. We respectfully request these matters be investigated immediately and we would like to be informed of the results of your investigation.
