'Ihis special report is being submitted to document the condition whereby a carbon dioxide fire extirguishing systs and a related fire barrier damper were inoperable longer than the time allowed by Technical Spec-ification action statements 3.7.6.3.a and 3.7.7.a, respectively.

Following surveillance testing of the automatic carbon dioxide fire extinguishirq system for the lower relay rocm, the 002 operated fire damper on the ventilation cupply duct to the rom could not be reset due to a lack of adequate access to the damper. In order to restore supply ventilation to the lower relay rom to protect the electronic -

equipment frm overheating, the damper was physically blocked open.

As a result of the damper being blocked open the carbon dioxide fire extinguishing system was considered ineffective and was isolated to prevent CO2 from entering the ventilation system. 'Ike limiting con-ditions for operation were invoked and a continuous fire watch with backup fire suppression equipnent was assigned to the area.

A plant nodification was performed to install an access hatch in the ductwork which would be sufficiently sized and located to allow the damper to be reset. 'Ihe damper was reset and the carbon dioxide system was retested to ensure correct operation. 'Ihe fire damper and carbon dioxide fire extinguishing system were declared operable on February 21, 1984, and the limiting conditions for operation cleared.
