OF JANUARY 23, 1996, MEETING WITH ABB COMBUSTION ENGINEERING REGARDING REVISION TO SMALL BREAK LOSS-0F-COOLANT ACCIDENT EVALUATION MODEL On January 23, 1996, representatives of ABB Combustion Engineering (ABB-CE) and Entergy Operations, Incorporated met with representatives of the Nuclear Regulatory Commission (NRC) at the NRC's offices in Rockville, Maryland.

The purpose of the meeting was to discuss the process for review of a proposed revision to the ABB-CE Small Break Loss of Coolant Accident (SBLOCA) Emergency Core Cooling System safety analysis methods.

In a letter dated February 13, 1996, ABB-CE stated that they considered parts of the meeting presentation material to be proprietary information.

In a letter dated June 7, 1996, ABB-CE submitted a non-proprietary version of the presentation material.

In a letter dated December 12, 1996, the NRC agreed with ABB-CE's proprietary determination and agreed to withhold portions of the presentation material from public disclosure. Attachment 2 contains the non-proprietary presentation material.

The ABB-CE representatives opened the meeting with a short discussion of the background of the ABB-CE SBLOCA code submittals. The Entergy representative discussed the potential application of the revised SBLOCA evaluation model (EM) and the realistic evaluation model (REM) to the Waterford plant.

The ABB-CE representatives then discussed the technical background and status of the SBLOCA REM including a discussion of its compliance with the code scaling, applicability, and uncertainty (CSAU) evaluation methodology. The staff noted @h/A that it would be helpful for ABB-CE to include a discussion of the REM process N

and how it complies with CSAU in the first volume of the topical report. The i

The staff stated that they would probably begin the review of the EM revision in the Spring and, therefore, have a better chance to support ABB-CE's proposed schedule for that model than a schedule for the SBLOCA REM because they could not predict when they could begin the review of the SBLOCA REM.

The group agreed that the next step in the process should be a letter from Entergy spelling out the need for the topical report approvals. A consensus was also reached that a kick-off meeting for the EM revision should be held after the revision is submitted and a contractor has been chosen by the staff for the review.
