These changes, which are effective February 3,1997, are administrative changes to the Technical Specifications.
Effective February 3,1997, Mr. N. S. Carns will become the Senior Vice President and Chief Nuclear Officer (CNO) - Millstone and will lead the recovery organization for the Millstone station. Each Millstone unit will continue to be headed by an officer who will l
now report directly to the Senior Vice President and Chief Nuclear Officer (CNO) -
Millstone. The Millstone Unit 1 Recovery Officer is Mr. J. P. McElwain, the Unit 2 Recovery Officer is Mr. M. L. Bowling, and the Officer for Unit 3 is Mr. M. H. Brothers, the Vice President - Millstone Unit 3.
The proposed changes will modify the following sections:

6.13.b provides the mark-up for the proposed changes, whereas Attachment 2 provides the retyped pages of the Technical Specifications. The retyped pages of the proposed changes to the Technical Specifications in Attachment 2 reflect the currently issued version of the Technical Specifications.
Safety Assessment The changes being proposed in this license amendment request are administrative in nature and reflect the organizational change which is effective February 3,1997. The organization represents a unitized approach at each of the three Millstone units which results in the decentralization of a number of functions. Oversight and emergency planning remain under centralized direction with a strong unit presence.
The title of Senior Vice President - Millstone Station will be replaced by the Senior Vice President and Chief Nuclear Officer (CNO) - Millstone who will be responsible for site operations. The Senior Vice President and CNO - Millstone will continue to serve as the SORC chairman and will report to the President and Chief Executive Officer. The Millstone Unit Nos.1 and 2 Recovery Officers and the Vice President - Millstone Unit 3 will report to the Senior Vice President and CNO - Millstone.
The composition and qualifications of the Millstone SORC and the PORC for each unit remains unchanged. The job function titles for the PORC members and the position titles for the SORC members have been revised to reflect the current organizational titles.
The position of Executive Vice President - Nuclear has been removed from the organization for the Millstone Station site.
The unit level responsibilities of the Executive Vice President - Nuclear are assigned to each Millstone Unit Officer. The site level responsibilities of the Executive Vice President - Nuclear are shared by the Senior Vice President and CNO - Millstone and the President and Chief Executive Officer. The positions of the Site Services Director and the Unit Services Director have been replaced by the Director, Nuclear Services and the Manager, General Services. Finally,
U. S. Nucl:ar Regulatory Commission B16224\\Page 4 the position of Nuclear Unit Director has been replaced by the Director, Unit Operations for Unit No.1, Unit 2 Unit Director for Unit No. 2 and Unit 3 Unit Director for Unit No. 3.
NNECO has reviewed these changes and has concluded that there are no changes in commitments and no decrease in effectiveness of our Security Plans or our Emergency Plans.
Sianificant Hazards Consideration in accordance with 10 CFR 50.92 NNECO has reviewed the attached proposed changes and have concluded that they do not involve a Significant Hazards Consideration (SHC). The basis for this conclusion is that the three criteria of 10 CFR 50.92(c) are not compromised. The proposed changes do not involve a SHC because the changes would not:

Involve a significant increase in the probability or consequences of an accident i
previously evaluated.
No design basis accidents are affected by these proposed changes.
The proposed changes are administrative in nature and are being proposed to reflect the organizational changes which become effective on February 3,1997. The unit level responsibilities of the Executive Vice President - Nuclear are assigned to the Officers for the individual Millstone units. The site level responsibilities of the Executive Vice President - Nuclear are shared by the Senior Vice President and CNO - Millstone and the President and Chief Executive Officer.
The changes to the SORC and the three unit's PORC reflect changes in job function orjob position titles only.
No safety systems are adversely affected by the proposed changes, and no failure modes are associated with the changes.

Create the possibility of a new or different kind of accident from any accident previously evaluated.
Because there are no changes in the way the plants are operated due to this administrative change, the potential for an unanalyzed accident is not created.
There is no impact on plant response, and no new failure modes are introduced.
These proposed administrative and editorial changes have no impact on safety limits or design basis accidents, and they have no potential to create a new or unanalyzed event. The changes to the SORC and the three unit's PORC reflect changes in job function or job position titles only.

Involve a significant reduction in a margin of safety.

The changes do not directly affect any protective boundaries nor do they impact j
the safety limits for the protective boundvies. These proposed changes are j
administrative and editorial in. nature. Therefore, there is no reduction in the margin of safety. These changes do not reduce the margin of safety provided by l
the PORC and the SORC review and approval of changes to the operations of i
the Millstone Unit Nos.1,2, and 3.

l The Commission has provided guidance concerning the application of the standards in j
10 CFR 50.92 by providing certain examples (51 FR 7751, March 4,1980) of amendments that are considered not likely to involve an SHC. The changes proposed 3
herein are enveloped by example (i), since they are administrative changes to the Technical Specifications to reflect organizational title change and to achieve l
consistency throughout the Technical Specifications at Millstone Unit Nos.1,2, and 3.
Environmental Consideration NNECO has reviewed the proposed license amendment request against the criteria of 10 CFR 51.22 for environmental considerations.
The proposed changes do not i
increase the type and amounts of effluents that may be ' released off site, nor i
significantly increase individual or cumulative occupational radiation exposures. Based on_ the foregoing NNECO concludes that the proposed changes meet the criteria delineated in 10 CFR 51.22(c)(9) for categorical exclusion from the requirements for an
]
environmental impact statement.
Nuclear Safety Assessment Board / Site Operations Review Committee The Nuclear Safety Assessment Board and the Site Operations Review Committee have reviewed and have concurred with the above determinations.
l State Notification in accordance with 10 CFR 50.91(b), a copy of this license amendment request is being e
provided to the State of Connecticut.
l Scheduie Regarding our proposed schedule for these amendments, we request issuance at your j
earliest convenience, with the amendments effective as of the date of issuance, to be implemented within 60 days of issuance.
Conclusions As discussed above, the proposed changes have been determined not to involve a SHC pursuant to the provisions of 10 CFR 50.92. Additionally NNECO has determined

statement.
