Dear Sir:

The purpose of this letter is to notify the Commission of a change in a commitment made to the NRC. The Authority, utilizing guidance contained in SECY-95-300, Nuclear Energy Institute's Guidance Document, " Guideline for Managing Commitments", has changed the commitment contained in the above reference that amplified requirements to comply with FitzPatrick Technical Specification Amendment 148.

Amendment 148 clarified the use of the terms " demonstrate" and " verify" used throughout Tec'nical Specification to specify the requirements of various surveillance tests, The above reference stated that the James A. FitzPatrick Nuclear Power Plant (JAF) would review a number of criteria to " verify" operability, surveillance test records (current, valid, and satisfactory), temporary modification logs (jumper log), protective tagging system records, system control annunciators, and indicators. and operating logs.

Processes at JAF require applicable Limiting Conditions of Operation (LCO) or potential LCOs to be entered if a systems operebility status is changed. Work control processes are in place to notify Operations if surveillances are either invalid due to expiration of the test interval, or have unsatisfactory results that would require the affected systern, structure, or component (SSCs) to be declared inoperable. Also, the work control process would g

identify any deficiency, work, protective tag, or jumper that would effect the operability of 0

a SSC and the appropriate LCO or potential LCO would be entered. Therefore, the only.

p necessary action to " verify" system, structure, or component operability is for Operations T to review the LCO log for LCOs that would impact operability of the associated SSCs.
