SUBJECT:

EXAMINAflON SECURITY Throughout the past two years, operator licensing examination security issues have been Identified at several operating reactors. During the Midwest Nuclear Tralning Association meeting in late 1993 examinat!on security concerns were discussed by my staff with Region lil-training managers.

On July 2,1996, Commonwealth Edison Company (Comed) staff sent a letter to us informing us of a significant examination security problem that was disclosed by Dresden staff during paparation for the July 1996 examination at Dresden. We understand that following the Dresden event Comed initiated new procedures with respect to oxamination security at all the Comed sites. Two other examination security problems arose at the Byron Stat!on in 1

September 1996 and at the LaSalle station in April 1997.

You are about to begin, subject to final approval of a rule change, a process where each site will be responsible for examination development. This poses a greater challenge for

. maintaining examination materials secure. Consequently, we request you provide the following information regarding examination security.

We request you provide within 15 days of receipt of this letter: (1) a description of the security procedure changes you put in place at each site following the problem at Dresden, including specifics of how these apply to initiallicense training and licensed operator requalification training; Q) a description of any later changes you made to examination security procedures followirg the Byron and LaSalle examinations;(3) the results of any assessments site personnal or corporate personnel ha.m performed of the adequacy of examination security; (4) a description of the corrective actions taken to assure that you have bounded the security problem at Dresden; (5) your views, and supporting basis, on any possible ramifications of the examination security issues on plant operations; and (6) your plans, if any, for additional changes to your examination security procedures pending preparation of your own examination materials.
