NRC INSPECTION REPORT NOS. 50 373/97018(DRS); 50-374/97018(DRS)
AND EXERCISE OF ENFORCEMENT DISCRETION
Dear Mr. Subalusky:
On December 18,1997, the NRC completed an inspection at your LaSalle facility.' The
enclosed report presents the results of that inspection.
Based on the results of this inspection, the NRC determined that the quality of recent operability
evaluations was good and, with one exception, provided the necessary technicaljustification to
support the conclusions reached. The NRC also determined thet, although some administrative
weaknesses were identified, the Engineering Assurance Group thoroughly and critically
reviewed operability evaluations completed at the station. However, two performance
indicators were determined to be of limited value.

During this inspection, NRC reviewed the corrective actions taken to previously identified
problems regarding traversing incore probes containment isolation design and surveillance
deficiencies, and the source range monitor detector retract permit setpoint inaccurat,3s. The
NRC determined that the events associated with these problems constituted violations of NRC
requirements. These violations are of concern because the appropriate design and testing of
plant systems are important to ensure that systems will be available to respond to a design
basis event. However, after reviewing these violations and following consultation with the
Director, Of,Pe of Enforcement, the NRC has concluded that because these violations were
based upor activities prior to the eveilts leading to the current extended plant shutdown and
satisfy the criteria in Section Vll.B.2," Violations identified During Extended Shutdowns or Work
Stoppages," of the " General Statement of Policy and Procedures for NRC Enforcement
Actions," (Enforcement Policy), NUREG 1600, a Notice of Violation is not being issued.
Specifically, enforcement action was not considered necessary to achieve remedial action, the
violations would not be categorized at Severity Level 1, and the violations were not willful. In
addition, actions specified in Confirmatory Action Letter, Rlll-96-008B, effectively prevent the
licenseo from starting up LaSalle County Station without NRC approval.
