C. 20555 Haddam Neck Plant Chances in The Connecticut Yankee Atomic Power Company Oraanization The purpose of this letter is to notify the Nuclear Regulatory Commission of or0anizational changes which affect the Connecticut Yankee Atomic Power Company (CYAPCO). In general, we are taking a stronger unitized approach to CYAPCO's organizational functions. This will result in a break from past practices of the top corporate officer positions sharing responsibilities for the Haddam Neck, Millstone and Seabrook operating units. The new organization, as deccribed below, will separate CYAPCO from the Northeast Utilities (NU) Nuclear Organization and provide a leadership team focused on the decommissioning of the Haddam Neck Plant (HNP).

The new organizat;on is shown in Attachment 1.

The position of Chairman, Chief Executive Officer and President will be filled by l

l Don K. Davis. He is currently the Chairman and Chief Executive ONicer of the Yankee Atomic Electric Company (YAEC). The new position of Vice President and Chief Financial Officer will be filled by Thomas W. Bennet, Jr.

He is currently the Vice President, Treasurer and Chief Financial Officer for the YAEC. Both individuals will become CYAPCO employees and will retain their current responsibilities at YAEC.

Russell A. Mellor will assume the new position of Vice President Operations and Decommissioning. He will retain his existing duties as the senior company official on site and assume the duties of Chief Nuclear Officer, formerly a position held by Mr. Ted C. Feigenbaum and the duties of Vice President - Nuclear Oversight, formerly a position held by Mr. David M. Goebel. The biographical profiles of each of the new

company officers are provided in Attachment 2.

' On May 30,1997, CYAPCO filed a request for a license amendment to reflect the decommissioning organization. That request is with the NRC for review and is not affected by the changes discussed herein. In the interim, until the license amendment is issued, the roles and responsibilities as defined in the current technical specifications will be satisfied as indicated in Attachment 3.

l A review of the previously approved Connecticut Yankee Quality Assurance Program (CYQAP) concluded the organizational changes do not reduce the commitments in or the effectiveness of the CYQAP and continues to satisfy the criteria of 10CFR50, Appendix B. In addition, changes to the FSAR and programs incorporated by referenco

into the FSAR will be reviewed and revised, as appropriate, to reflect the new organization.

U. S. Nuclear Regulclory Commission CY-97-129/ Attachment 2/Page 1 Don K. Davis Don Davis is Chairman and Chief Executive Officer of the Yankee Atomic Electric Company. In this capacity, he is responsible for the decommissioning of the Yankee Nuclear Power Station.

Mr. Davis has over 29 years of experience in the electric power industry. He has been a l

manager in the federal government, an entrepreneur and CEO for a public company i

providing software and professlorial services, and a management consultant to electric utilities.

Mr. Davis graduated from North Carolina State University with a BS in Nuclear Engineering.

Thomas W. Bennet. Jr.

Thomas Bennet has a broad background in financial management based on more than 14 years experience in the areas of procurament, planning and forecasting, utility investment, treasury operations and rate / regulatory testimony and interface.

Ar. Vice President, Treasurer, and Chief Financial Officer of Yankee Atomic Electric Company for the past two years, Mr. Bennet has been responsibb for and managed all Yankee financial and accounting matters. His duties also included testifying before various regulatory commissions at the state and federal level.

Before joining Yankee Atomic Electric Company, Mr. Bennot served for nine years as Manager of Financial Planning, Assistant Treasurer at the Vermont Yankee Nuclear Power Corporation. In this capacity, Mr. Bennet was responsible for all capitalization (debt, equity, and leasing) procurement, financial planning and forecasting, decommissioning investment administration, risk management, FERC rate case testimony, treasury operations and investor relationr activities.

Mr. Bennet graduated from the University of Georgia, obtaining a BBA in 1982 and an MBA in 1983.

Mellor Russell Melior has 25 years experience in the nuclear power Industry. _ His experience covers extensive management of decommissioning activities,-as well as extensive me')agement of engineering, licensing and technical staff in support of-an _ operating reactor.

As Director of Site Operations and Dooommissioning-at Connecticut Yankee since March 1997, he assures that the operational and decommissioning scope, budget and schedule requirements are met consistent with the safe storage of spent fuel and safe decommissioning of the site.

As Manager of Operations and Decommissioning of the Yankee Nuclear Power Station (YNPF) from December 1994, he was responsible for the coordination and supervision of all engineering, operations, licensing, budgeting, planning, site dismantling and spent fuel storage activities.

As the YNPS Project Manager for more than four years, he was responsible for the coordination and supervision of engineering, licensing, and administration of the Nuclear Services Division scope of activities for the Yankee plant.

As Technical Director at the YNPS for two and half years and Assistant for one year, he was responsible for all activities of the Reactor Engineering, Chemistry, Radiation Protection and Technical Services departments.

Mr. Mellor served as Chemistry Manager from September 1984 to January 1987. He has also served as the Yankee Atomic Environmental Laboratory Quality Assurance Micer and Radiation Dosimetry Officer.

Mr. Mellor graduated frum.the University of Massachusetts, Dartmouth where he received a BS in Chemistry in 1969 and an MS in Chemistry in 1971. Mr. Mellor has developed and presented technical testimony regarding decomm!ssioning planning and costs for FERC rate cases as well as prepared and signed technical affidavits for litigation related to the Decommissioning Plan for YNPS.

Mellor promoted to Vica President - Operations & Decommissioning HADDAM NECK, Connecticut, December 3,1997 - The Connecticut Yankee Board of Directors today named a new Chairman / President / Chief Executive Officer and a new Chief Financial Officer as part of a restructuring designed to prepare CY for the start of the physical decommissioning of the plant.

Named as new Chairman / President /CEO is Don K. Davis, also Chairman and CEO of Yankee Atomic Electric Company. The new CFO is Thomas W. Bennet, Jr. who is also Vice President, Treasurer and CFO of Yankee Atomic. While serving in their new senior management positions at CY, both Davis and Bennet will continue to hold their current positions and responsibilities in the decommissioning of Yankee Atomic's nuclear plant in Rowe, Massachusetts - a project that is approximately 80% complete.

The board also announced the promotion of current CY Director of Site Operations Russell Mellor to the position of Vice President, CY Operations & Decommissioning.

" Connecticut Yankee is completing a year of planning and s!te characterization," said Ted C. Feigenbaum the former CY Chief Nuclear Officer. "As the plant moves into the implementation phase, this is the right time for CY to have a senior management team in place with recent and successful decommissioning experience to lead a talented and dedicated group of CY employees and contractors through this phase of the decommissioning process," he continued.

electricity until 1996 when the plant's joint owner utilities voted ta shut the plant down -

for economic reasons.
